ABOUT Woodlake

Our History

The community of Woodlake was founded in 1912 by Gilbert F. Stevenson, a wealthy land developer from southern California.  Stevenson purchased options on some 13,000 acres in the Woodlake area with the vision of establishing citrus orchards around a model planned community.  Stevenson first built a two-story brick building on the corner of Valencia and Naranjo Boulevards – still Woodlake’s main intersection to this day.  Stevenson went on to establish the beginnings of Woodlake’s infrastructure, installing streets, water and sewer lines and water wells.  Several residences began to spring up around the city’s core.  Stevenson’s company “The Woodlake Townsite Company” promoted the town extensively, claiming that it was “the fastest growing town in central California”.

Within its first year, Woodlake could boast of several retail stores, two schools, two churches, a telephone company, a bank, a doctor’s office and a newspaper in addition to more residences.  Stevenson lobbied for a bridge to cross the St. John’s River and ended up paying for half of the structure himself.

By donating three miles of right-of-way, Stevenson ensured the railroad came to town.  Both the Visalia Electric Railroad and Santa Fe eventually extended lines to Woodlake.  In the outlying area, Stevenson sold agricultural land and soon miles of orchards sprang up.

Stevenson built stout levees around the natural Bravo Lake (also known as Wood Lake) at the southeast edge of town, ensuring the lake as a permanent water feature and a source of recreational activity for the community’s residents.  Islands were developed in the lake and were used for various recreational activities such as boat docks and picnics.  Stevenson even planned a narrow gauge railroad around the levee for scenic excursions.  A park was to be developed along the outside of the levee, featuring shade trees, fountains and walkways.

Eventually, Stevenson’s numerous financial committments resulted in his downfall during the Great Depression.  However, Woodlake did continue to grow and prosper, becoming a shipping hub for the productive agricultural region surrounding the city.  In 1940, Woodlake’s residents voted to incorporate, becoming Tulare County’s seventh city.  Woodlake has continued to prosper adding new housing, businesses and industrial operations as well as schools, parks and an airport.  Every May, the city plays host to the famous Lion’s Rodeo.  Woodlake’s downtown enjoys continued success as the center of the community.  Recently, the city’s Redevelopment Agency has started a facade renovation program that is restoring glory to downtown’s many older buildings.  A new senior citizen’s apartment building has added additional life and vitality to the downtown environment.



With its past secure in the pages of history, Woodlake looks forward to its future as a small, prosperous agricultural town nestled snuggly in California’s citrus belt, at the foot of the mighty Sierra Nevada Mountains.

Local Schools

Public education in Woodlake and surrounding areas is provided by the Woodlake Union School District. Individual campuses include:

Total combined enrollment for the two districts in 2000 was 2,400 students.

In 1998, Woodlake Union School District opened its newest campus, Castle Rock Elementary School, on the east side of Woodlake, on Castle Rock Street and Lake View Avenue. The City of Woodlake partnered with the school district in development a joint use athletic field/storm drainage basin on the north side of the school.

Service Clubs – Get Involved!

Woodlake has a number of service clubs and organizations that are involved in the local community. Woodlake has an active Lions Club, Rotary Club, Kiwanis Club, Woodlake Pride club, and The Homegrown Project. Check out our calendar for local events hosted by these clubs and get more information about each club below.

The Homegrown Project

The Homegrown Project is a Non-Profit organization who’s fundamental goal is working together to build a better and stronger City of Woodlake through community service. 


Woodlake Rotary

The Woodlake Rotary raises money for scholarships, educational projects, community projects and many youth service projects. Rotary Foundation money goes to Rotary International where many world-wide projects such as international exchange scholarships and polio are funded.


Woodlake Kiwanis

Woodlake Kiwanis is part of Kiwanis International, a global organization of volunteers dedicated to changing the world we live in by helping our community’s children and families by making the world around us a brighter, happier and healthier place.

Woodlake Pride

Woodlake PRIDE coalition is a unique volunteer organization dedicated to involving the youth of Woodlake in innovative beautification projects throughout the community. The organization also established a community garden on Valencia Blvd. near Magnolia Street. 


Woodlake Lions

The Woodlake Lions Club is proud to assist local organizations, schools and charities. For the past 59 years, the Woodlake Rodeo has been the major event for the Woodlake Lions Club. This event has enabled the Woodlake Lions to donate thousands of dollars to support activities, events and programs in the community. 

Woodlake Airport

Situated on approximately 87 acres, the Woodlake Airport provides the community with an air link to the world. The airport is located on the southern edge of Woodlake, next to the St. Johns River. Woodlake Municipal Airport is often free of the winter tule fog which plagues other Valley airports.

The airport is a general aviation facility and features one runway (Runway 7/25), 3,000 feet in length and 50 feet wide. The airport features the Runway Café, fueling facility, hangars and tie downs. The City has made a commitment to improve the facilities. Improvements will consist of removing obstructions, upgrade lighting and, as funding becomes available, new pavement.

How do I pay my utility bills?

Water and sewer bills are due by the 1st of each month, with late fees being assessed after the 20th of the month. The City accepts credit cards, cash, check and money orders as payment. Payments can be made at City Hall or  left in the City’s drop box.

I want to report a stray animal.

Please report all stray animals to the Woodlake Police Department by calling 559-564-3346.

When are City Council meetings?

City Council meetings are typically held every 2nd and 4th Monday of the month at 6:30 PM at City Council Chambers (350 N. Valencia Blvd., Woodlake, CA 93286).

I have a complaint about my trash service.

Please contact City Hall at 559-564-8055 with any concerns you have about trash service. Woodlake’s trash service is provided by Mid-Valley Disposal.

I have a complaint about barking dogs/noise.

When do I need to get a building permit?

A construction permit is needed for all new construction. In many cases a permit is needed for repair or replacement of existing features, such as replacing windows. A plumbing, electrical or mechanical permit is required for any additions or changes to the structure’s existing system; for example, moving or adding an electrical outlet requires a permit. To determine whether your project requires a permit, please call the City at 559-564-8055.

A construction permit is not required for items such as wallpapering, painting or similar finish work; fences under six feet tall in height; platforms and walks less than 30 inches tall over grade or not over a basement; and other circumstances. Permits are not normally required for replacement or repair of fixtures (such as changing water faucets or replacing electric switches). However, items such as replacing a water heater does require a permit. To determine whether your construction project requires a permit, please call the City at 559-564-8055.

How do I file a complaint about a city employee or police officer?

Individuals wishing to comment or file a complaint about a Woodlake employee or police officers may submit a comment via the City’s online contact form, fill out a complaint form at City Hall, or call the City Administrator at 559-564-8055.

How do I get a business license?

A business license is required for all businesses that conduct work within Woodlake. Businesses can apply for a business license at City Hall (350 N. Valencia Blvd. Woodlake, CA 93286).
