This request is being issued by the City of Woodlake, City Administrator’s Office for the City of Woodlake Civic Center Project. The City of Woodlake has an opportunity for a new Police SERGEANT
The City of Woodlake is seeking applications for Police Sergeant. The Police Sergeant would be responsible for supervision of the activities of police officers on an assigned shift, and to perform skilled law enforcement work conducting criminal investigations or serving in specialized assignments. The police sergeant performs related responsibilities as required.
Qualifications
Completion of a certified POST Basic Academy and possession of a valid California Driver’s License. Must possess the physical capability to perform essential law enforcement duties and demonstrate strong knowledge of department policies, officer conduct standards, and public administration principles. Must be able to effectively deploy personnel in a variety of public safety situations, stabilize crime scenes in a tactful manner, make sound decisions in rapidly evolving situations, and supervise, direct, and evaluate assigned staff in accordance with department regulations. Ability to write clear and accurate reports; ability to understand, follow, and provide oral and written directions; ability to deal tactfully and effectively with the public.
Special Requirements
Possession of a POST Intermediate Certificate and must complete the POST Supervisory Course within one (1) year of appointment. Four (4) years of sworn municipal law enforcement experience as a full-time sworn police officer or graduation from an accredited college or university with an associate’s degree in criminal justice, police science or related field. A bachelor’s degree is desirable.

The City of Woodlake has an opportunity for a new Police Officer
The City of Woodlake is seeking applications for Police Officer (Reserve) positions. The Police Officer would be responsible for assigned shift, patrols assigned areas on foot or in a vehicle; responds to calls; conducts investigations; enforces laws, controls and directs traffic, and cites or warns drivers who are operating vehicles in violation of law; makes arrests; testifies in court, serves warrants and subpoenas; administers first aid in a emergency cases.
Answers complaints on such problems as civil disturbances, animals health code and local ordinance violations; investigates suspicious circumstances; makes property security checks; takes custody of lost and found property; performs crowd control. Takes crime prevention measures and assists in controlling problems of juvenile delinquency; books and transports prisoners and assists in their custody, care and welfare; receives calls and dispatches emergency vehicles and personnel according to departmental policy and standard procedures.
Qualifications
Completion of a certified Peace Officer Standards and Training Basic Academy. Possession of a valid and appropriate California Driver’s License. Minimum age of 21 years; with weight in proportion to height. Must e examined by a licensed physician surgeon and meet the minimum requirements adopted by the State Commission on Peace Officers Standards and training. Ability to demonstrate physical endurance, ability and strength. Any combination of training and experience equivalent to the completion of the 12 grade or G.E.D. Ability to read and understand departmental policy and instructions, laws and regulations, and police literature, together with an aptitude for law enforcement work; ability to analyze situations and adopt a quick, effective course of action giving due regards to the surrounding hazards and circumstances of each situation. Ability to write clear and accurate reports; ability to understand and follow oral and written directions; ability to deal tactfully and effectively with the public.

Notice to contractors:
Separate sealed Bids for the construction of the Woodlake Civic Center Project will be received by the City Clerk at the office of City Hall, 350 N. Valencia Blvd., Woodlake, California until 2:00 pm local time on November 25th, 2025, at which time the Bids will be publicly opened and read. The Project consists of the construction of a civic center within the city of Woodlake.
Instructions to bidders, plans, specifications, and proposal forms may be inspected at QK office at 901 E. Main Street Visalia, CA 93292, and copies of said documents may be obtained from the Company on payment of one hundred and eighty dollars ($180.00) for each set (non-refundable). A PDF version of the documents can be obtained at no cost by visiting https://planroom.qkinc.com and registering as a plan room user. No bid will be received unless it is made on a proposal form furnished by the Company.

A pre-bid conference will be held at 10:00 am local time on October 16th, 2025 at the City Hall, 350 N. Valencia Blvd., Woodlake, California. Attendance at the pre-bid meeting is highly encouraged but is not mandatory.
Bidders are notified that financing for this project is provided by Assembly Bill 179, Chapter 249, Statutes of 2022, Control Section 19.56 (d),
(9), (C), and the City of Woodlake General Fund, and that as allowed in Public Contract Code Section 22300, this contract does not provide for substitution of securities for any monies withheld by the Owner to ensure performance under this contract. Bidders are further notified that this contract does not permit retainage to be placed in escrow nor to be invested for the benefit of the contractor.
Prospective Bidders shall be licensed Contractors in the State of California and shall be skilled and regularly engaged in the general class or type of work called for under the Contract. Each Bidder shall have a Class A or Class B California Contractor’s license.
The Owner hereby notifies all bidders that it will affirmatively ensure that in any Contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the basis of race, color, religion, sex, sexual orientation, age, disability, or national origin in consideration for an award.
All prime contractors and sub-contractors must have a current registration with the Department of Industrial Relations at the time bids are received and throughout the duration of the project. All bids are to be compared on the basis of the Architect’s estimate of the quantities of work to be done. The City of Woodlake reserves the right to reject any or all bids and to waive any informality in any bid received not affected by law. Proposals received after the time announced for the bid opening will not be considered. No bidder may withdraw their bid after the time announced for the bid
opening for a period of ninety (90) days thereafter.

Notice of Availability/Offer to Sell Surplus Property
As required by Government Code Section 54220 et seq.
of the State of California, City of Woodlake is providing notification that the
City intends to sell the surplus property listed in the accompanying linked below Notice of Availability table.
In accordance with Government Code Section 54222, you have
sixty (60) days from the date this offer was sent via certified mail or electronic
mail to notify the City of Woodlake of your interest in acquiring the
Property. However, this offer shall not obligate the City
to sell the property to you. Instead, the City may enter into at least ninety (90) days of negotiations
with you pursuant to Government Code Section 54223. If no agreement is reached on sales
price and terms, or lease terms, the City may market the Property in its normal manner and offer it for
sale or lease to the general public.
As required by Government Code Section
54227, if the City receives more than one letter of interest during this 60-day
period, it will give first priority to entities proposing to develop housing
where at least 25 percent of the units will be affordable to lower-income
households. If more than one such proposal is received, priority will be given
to the proposal with the greatest number of units affordable to lower-income
households. If more than one proposal specifies the same number of units
affordable to lower-income households, priority will be given to the entity
that proposes the deepest average level of affordability for the units
affordable to lower-income households.
The City will only entertain proposals that address the purchase and
development of all the Properties as together as a group, including completing
any offsite improvements and any necessary infrastructure. The City reserves
the right to evaluate and investigate all proposals received and will make the
final decision as to the disposition of the Property.
In the event your agency or company is interested in
purchasing the Property, you must notify the City in writing within sixty (60)
days of the date this notice was sent via certified mail or
electronic mail. Notice of your interest in acquiring the property shall be delivered to Emmanuel Llamas, Community

Entities proposing to submit a letter of interest are advised to

provide right-of-way services. This Request for Proposals is being issued by the City of Woodlake, Community Development Director’s Office.

The City of Woodlake is seeking proposals for right-of-way acquisition and appraisal services associated with City of Woodlake West Sequoia Avenue Multimodal Improvements Project. The project will construct sidewalk, curb, gutter, ADA ramps, streetlights, and bike lanes on Sequoia Ave. from Valencia Blvd. to Mulberry St. Currently, there are inadequate pedestrian improvements on the north side of Sequoia Avenue from Valencia Blvd. to Mulberry St. which leads to pedestrians walking on the road when going to school or athletic facilities. The gap closure would allow pedestrians and cyclists to travel between residential areas, schools, and Antelope Creek Park.
